But just as the negotations were about to conclude, the Germans dropped all plans for the inclusion of the USSR into the Axis and launched a war against their former 'allies', perhaps because they believed that by taking out the USSR, the UK would come to the negotiating table. Even Hitler was involved in these important conferences. These talks were held by the highest representatives of each country in Berlin in October and November of 1940. These were very serious diplomatic negotiations that were based on the possibility of the USSR joining the Axis nations, the purpose was to have an alliance from Berlin stretching all the way to Tokyo. Then the option of the USSR openly joining the Axis powers was raised.

In 1939, they formalized their alliance with the MR Pact and started their invasion of Europe. During the run up to WW2, the USSR and Germany were dictatorships that were virtual allies united by their common ground in their fervent opposition to capitalism and democracy, and their extensive economic trade deals.

In the late 1930s a political rapprochement began between both countries. Since Germany was a relatively small state with few natural raw resources and Russia was a less industrialized nation, these countries enjoyed a mutual benefitial relationship by sharing these assets with one another. Historically, Germany and Russia have a long shared trading history between them.
